Was wondering whether the donation perks are supposed to be added in your wardrobe at the end of the month or shortly after the donation?

They get added to the wradrobe shortly after the donation, usually within 24 hours, in rare cases it might take longer as I have to add them manually. You get a PM from the queen once the donation perk was added to your wardrobe.
You should have gotten a PM like this on Sat Jun 02, 2018 7:17 pm.
