You can check useffel for a guide on when these items were released. Puppy Love ia fairly new, but the price of an FC went up so I had to raise the price as well. I can go as low as 16k since you're new.
The vampire set was released in 2009, I think. So all items from that are expensive. Pierrot facepaint is one of the site faves which is why it's more expensive than its other set items.
