I have been clicking on this user all day (because they're the right level to me), and now I can't... dynamic IP is not an issue here.

Yes, it is. You did share the same IP at some point.
Why throwing a water bomb at the user workd at first and then stoppd, I can't tell for sure, but it is possible the user only got the same IP you had before the moment it stopped working, or the other way around, that you conncted to your internet with an IP you had not had before.

I've been noticing that my IP has been jumping around recently, like I'd all of a sudden share my IP with unrelated people and then a couple of hours later, with another group of people. So I'd be unable to throw water balloons at user A but not at user B at time 1 but then I'll be able to throw it at user A at time 2 but not at user B. This wasn't the case at the beginning of the event so I don't know what changed.

I don't know either, but IPs have nothing to do with kOfK, but with your internet provider, so that's out of our hands.
Dynamic IPs are the most annoying invention ever, if you ask me, just a lot of trouble for people running websites and no use at all.
