I think some of the user don't use that button because they are scared to use it. They don't want to make something wrong...report something what isn't really important or bother the mods:

ok i'll report it i just didn't want to report it and then have the mods upset with me because it wasn't trolling, but i thought it was and i wanted a second opinion

I don't think the mods will be upset with you...I would prefer when people report things to me when they are unsure. Then the mods can decide what to do. They can't see everything here and need the help of others too ;)

So if you think 'Hmm...I think a mod should see this' - report! Even if you are not sure...report! Then the mod will see that post and can decide what to do :)
