Bwahahaha!! Sorry!! Yes, you've got it figured out. There are some species of Pokemon that 'nest' in certain parks which means they show up a lot more frequently than usual so it's easier to catch a lot of them. The nests are shuffled around on an irregular basis with no announcement.
