I am afraid I don't understand how such a forum should look like, or what would make it different from the forums we have.

Over the years, I remember seeing them in various places Chats or Hangouts seemed the most popular, but I do remember seeing them in the Spam forum at least once too.

I don't think we need a subfourm for events, but to answer Firn's question. I imagine perhaps they are thinking in the Playground section there would be an Event forum that would only be posted in during the various events. This way things would be easier to find.
