Yokuutsu, if you are in the US I think governments are required to publish their budgets, so it should be available somewhere, for you to see. I just don't know where you'd find it. A google search for the name of your city (or state) government plus "2018 Budget" would probably be a good place to start.

That’s valid. I thought each state if you live in the United States shows you where the money goes on their state website. I could be wrong though.

The budget and what they actually spend it on are two different things.
I will not trust people around here to be spending it where they say they are.
The Mayor is the resource cop at school (and used to hit on teenagers) and was city planner all at the same time instead of hiring a city planner.

Are the city council meetings open to the public? That would be one way to keep an eye on things.
I don't know how to use modern media to help that out any longer. Three decades ago you could have contacted a journalist at your nearest bigger city paper and talked them into running a piece on him, but these days I don't think that's a useful option, and I don't know what has replaced it.

I know most people don’t even bother going after governors anymore. Lately we’ve been calling our state reps and senators. That reminds me that I have to do some research for next week’s election. I just moved here so I don’t know either candidate well.
