You could alter a skirt to be one that wraps around and has slits for the fins, that might work.

Yeah, but to tell the truth now that they've got a swimsuit top on, I'm not too worried about dressing the twins more. They have scales all over their body, and neat markings painted on, and I like to see those. It's the dolls with the plain bodies that I compulsively need to dress.

Yeah, it was just a test concept. I decided I don't want the tails to move that way. When I make a finished product, I expect it to be much cleaner :3
