If you got the Joja membership, you need to restart to experience it
If you haven't seen the first Community Center cutscene, then you haven't gotten the Wizard's letter that leads up to it

Also I'm near the end of year five and have only a truffle and a walleye to complete the bundle for the Community Center and then I'll get the reopening cutscene :D
