It annoys my parents when she comes down wanting something.

Tell that to her. She stays up late, wanting drinks and munchies no matter what.

And if she screams she'll wake up the whole house. Or freak out the neighbors and they end up calling the police. No thanks.

Yep. Doctors say there's not much they can do, she just has to grow out of it.

maybe if you pretended like you was sleep she'll go to sleep

Tried that. Used to work then it stopped working. Then she gets up and go play or goes downstairs.
