I think your colour grouping is good as set A and C makes sense to me, pastels and really bright colours. I would happily wear every colour in set A.
Something you can do differently next time with these packs is just display them as the one item. Upon initial observation I had a hard time determining the common item between all the previews. Usually I recognise items by appearance so I don't actually read the text. It'll be nice if I could immediately tell what it is I'm buying.

Ohh, the queen set has a common colour in my wardrobe. I hope the donation bar goes up ;~; Alas, I have zero income so no help here for a while but I am going to a careers expo so hopefully that will change my fate this semester haha

For those of you asking for the announcement to only display the item that is being sold: The Treasure Trove always just shows you the item(s) you are buying, without any additional items on the avatar, so there is no way anyone could be confused about what they are purchasing.
The images in the announcement serve as "Look, this is a (hopefull) cool example of what avatar you can put together with these items". That's the only purpose why I even make these images. Otherwise I could just take the image from the Treasure Trove, but I don't really see much point in that as the images are in the shop for everyone to see.

And Firn, may I suggest to have an image of the item which is being recoloured (so in this case the eyes) and then underneath all of the sets with the eyes.
So then it's set out like:
Here is the item we are adding colours of.
and here is how you can use it.
~ Then we can clearly see which item is being sold ~

Personally I don't really see any problem with determining what item is being sold in the pack.
I mean, at the beginning I also thought about hair, but I blame it on my brain associating the packs with hair, since hair is what we got in the first set of packs. (complicated sentence is complicated, lol)
The other thing is that the colors were sorted this time, including the hairs, so our eyes were tricked by matching colors and we didn't notice the hairstyles were different and the eyes were the same.
But then I looked down and read the name of the new item being sold, so as long as we all can read I'm sure we can manage and spot the new item
Perhaps we were mistaken at the beginning, because eyes are pretty small items and they were kind of dimmed out by the hair, which drew our attention first.
So my suggestion for the future: if the new pack item is small, maybe try matching them up with equally small items, something that wouldn't draw bigger attention than the actual new item. So, eyes could be matched up with e.g. earrings or lips and hairs with under-/overshirts etc.
Still, I think we can't avoid the misunderstandings to come. We just need to see the accompanying items are not of one style (as Firn obviously used different types of hair, it's easy to notice) and definitely we should be reading the item's name
Other suggestion: write the names of the new items in the title of the announcement. Though that may be annoying to Firn, it would let the users know what to expect from the beginning.
