There's definitely a tracker that tracks how many units of each items are circulating considering the "extremely rare", "rare" and so on marker on the market.
Meaning that even if spam bots get the pop up they know how many are actually claimed

Most likely it's one pop up for every hundred of pages refreshed. Meaning you have to be the lucky one to get that refresh
