And back to the whole bird feeder situation, they could totally call the police if it causes a disturbance to the neighborhood. Especially since people hang their laundry outside;
That being said, people tend to call the police for very minor annoyances

Some are so bad about it they've been told to stop calling because they're wasting resources and will get arrested if they call over bullshit again

The fact that this could be a response gives me a strange satisfaction. I am in favor of consequences for frivolous use of communal resources.
Of course, I bet with that outlet gone they do other passive-aggressive nonsense to vent their ire on the target of their misplaced sense of entitlement, but that's life for you.
