I frequently shop sales. It depends on the brand. So far I only shop sales at Ted Baker. I don't shop sales at Kate Spade because the sale stuff tends to be rather ugly. Not that I shop at KS often. So it's 50/50 for medium-high end brands.

I buy jumpers in the winter ovo;; I do love shopping the end of financial year sales. There is usually good stuff. I wanted PJs from Peter Alexander but they were fresh out of my size in the cute pink bunny set I wanted and I didn't want to pay $70 for just some PJ pants *faints.

Haze nooooo. What are you buying to only wear it once? I'm curious. I buy items that I wear all the time. Mostly rather plain stuff like turtlenecks in 5 colours or different length cardigans in several colours, assortment of coats of various lengths in black and grey.
