I'd say there are bugs. Many bugs. They introduced a lot along with friend and trade update. I've experienced problems with gym battles, once again. I couldn't start the battle and then I couldn't try to start it again, because "gym is under attack". Whenever I completed a quest (aka "research") with a wild pokemon encounter reward, the game stopped responding to the touch after the pokemon appeared, I had to restart the app and then go right to my reward to be able to actually try to catch it. Also, there are times when all pokemon vanish while I've been walking or standing, the same way as if I was driving, just without the proper message. They appear back soon, but it's annoying.
I wouldn't say it's because of data transfer - I have absolutely no problem with it, there are also times when I play on wifi and the game behaves the same way. So it's not it, at least in my case.
BUT I've noticed they already get rid of some of these bugs. I had problems like these two weeks ago, last week too, but today the gym bug and quest pokemon encounter have been gone. Well, the second one is partly gone - the encounter as a quest reward was ok, but the ancounter because of quest stamps was glitched the same way as before, I had to restard the app... Anyway, I'd say it seems they are working actively on the bugs, so I wouldn't mind them so much. They really do get rid of them after a while. There was a pretty long time when I hadn't got any problems at all. Just wanted to say there are some, but, well, it's natural when you make such big changes...
As for the transfer, lately I'm barely playing at all and mainly on wifi, but there was a time when I've been more active. It was exactly one year ago. I was playing about 1-2 hours 5 days per week and my monthly transfer was about 1-1.2 GB, of which Pokemon Go was about 80-95%. It's a really rough assessment, but I hope it helps a bit. If you want to play a lot, you have to prepare properly... And not only transfer, power too...
As it was said before (I can't find this post at the moment to mention it in a more proper way), you don't miss too much because you haven't been playing all this time. Legendary pokemon are coming back, there are times when you can catch it, via raid or via research stamples (depending also on month - they seem to change it a bit). Also you can get it from your friend via trade. And there are more ways to gain exp, you can get it more because of raids, so you may level up quicker than people who played with the same intensity some time ago. The only thing you may miss is Pikachu in a special outfit - how many there have been? 5? 6? I don't have them all either... Pikachu in paty hat, Ash cap, Santa hat, summer hat and sunglasses... I've seen my sister has also witchy hat pikachu. But you can always trade. If you're a pikachu fan, that is...
