You can complete the quest whenever you like (during the event of course),
if you don't skip it and don't start the new one. If you do skip it, you permanently lose the chance to complete it. Firn stated it somewhere in this thread. As for timer, as far as I know, only during this time the fish will appear, later you can only get them from other users - but I'm not sure about it.
Em, personally I think 30 fish are slightly too much.
It was really painful to get them all, took me the whole day. I think 20 would be better. But I understand that it makes items more valuable and that you don't have to complete it, so I'm ok with that.
And by the way, I really like the whole event. The idea, the items and especially the art... And I love you, Lord W.
