Yes Flash is a vector program. It takes the lines as code instead of using Pixel location.

Anyway, Try messing with the brush settings. you want a dark heavy stroke. Make the faded sides go away, but leave a little bit. Best way I can describe this. XD
Try to tackle the line in one swoop instead of brushing over and over it.

It helps to work in a bigger file size like make the file 200 dpi or something and work in a bigger images size. Re-size the images down when you are done. The web DPI is 75. With PhotoShop you can use "Save for Web" that would work best, though you should just save it as a flattened PNG.

Thats the best Advice I can give you on this.
