-is a teacher- There is only two cases when I would use whole class punishment: 1) I can't figure out who exactly is doing it and it is a big problem or 2) or I can't make alternative arrangements. In the case of a party chances are I would need to ask another teacher or the office to watch the disruptive kids. They may not be willing to do that so there would be few choices I could make in that case.
Ultimately the worst part of teaching is the kids who don't care about others and the affect it has. Disruptive kids, for the sake of safety and learning, so often get the majority of the attention.
