Because there are no lockers in the entire school. For anyone, I think. In most of the schools here it's that way. Lockers are a rarity. And everyone is so used to it it's not even bothering.
Also, I live in the capital, so it's not the case that the schools in my neighbourhood are small and poor. I'm pretty sure it's a standard here...

I see... hmm... well, I suppose nothing needs to be done about it, then... but I wouldn't take my child to the schools if they have no lockers. I'll much rather have them homeschooled.
